Randolph Parole and Probation
Parole and probation can both place a person in the community, but they arise from different legal paths. The West Virginia Parole Board decides whether an eligible state prisoner receives parole. WVDCR Parole Services then administers that supervision. Randolph County probation comes from the sentencing court. The county probation office and the court case, not the prison search, are the right sources for that status.
A release from Tygart Valley Regional Jail may involve bond, time served, dismissal, probation, transfer, or another authority. That event does not establish parole. A person leaving Huttonsville Correctional Center after a Board grant may be on parole, but the later DCR transaction is needed to confirm physical departure. Final discharge is later still. It ends the relevant sentence or supervision term under the controlling authority.
| Question | Parole | Probation |
|---|---|---|
| How it begins | Release from state prison after a Board decision | A sentence or order entered by a court |
| Who administers it | WVDCR Parole Services | West Virginia judiciary probation staff |
| Best proof | Board decision, DCR release record, and assigned parole office | Sentencing or probation order and responsible court office |
| What it does not prove | That the sentence is finally discharged | That a prison parole term exists |
- Parole
- Community supervision after release from prison while the sentence continues.
- Probation
- Court-ordered supervision imposed instead of, or after, confinement.
- Discharge
- The formal end of the sentence or supervision term.
- Absconder
- A person alleged to have left supervision without authorization or stopped required contact.
Verify Randolph Post-Release Supervision
No single public name search proves every kind of Randolph County supervision. Start with the custody source and the court case. For someone formerly in a state prison, use the DCR prison channel and obtain the Board or DCR record. For probation, obtain the actual sentencing or probation order from the appropriate Randolph clerk. The live jail roster is a current-custody tool and cannot establish supervision after a person leaves.
- Classify the prior custody. Tygart Valley is the regional-jail route, while Huttonsville is a state-prison route.
- Review the court docket for a probation order, sentence, bond, dismissal, or commitment. Request the signed order because the magistrate index does not provide documents online.
- For possible parole, check the Board's monthly calendar only as a hearing lead. It is not a decision record.
- Request the individual written Board decision and confirm actual release with DCR. A grant and a physical exit are separate events.
- Contact the Elkins Parole Office or Randolph probation office for correct routing when disclosure is allowed. Preserve the exact status and date supplied.
The Board does not publish a public decisions database. Its written conclusions are more useful than a calendar entry. Likewise, an absent jail match says only that the person is not currently reported in that search. A DCR transfer, another hold, or data timing may explain the change.
The West Virginia Parole Board contact is 1409 Greenbrier Street, second floor, Charleston, WV 25311, with phone 304-558-6366. A focused request should name the person, institution, hearing date if known, and the written conclusion sought. Board panel deliberations and votes are private under the governing rules, so the request should target the maintained written outcome rather than internal discussion. When the outcome grants parole, ask DCR for the separate date and destination of actual departure.
Note: Eligibility for parole permits consideration but creates no right to release under West Virginia law.
Randolph Parole Office Routing
The Elkins Parole Office is the local WVDCR contact for state parole routing. Its official page places Randolph County in the Northern District's Region 6 and lists office numbers 600 through 604. Those numbers describe the regional office structure. They are not a public roster of people under supervision.
Elkins Parole Office
1513 Harrison Avenue, Unit 27
Elkins, WV 26241
304-637-0379
Serves Randolph and thirteen other listed counties through WVDCR Parole Services.
Randolph probation uses a different office and chain of authority. The judiciary lists Randolph probation at P.O. Box 964, 5 Randolph Avenue, Suite 1, Elkins, WV 26241, with phone 304-636-4363. The sentencing case should be identified before calling. That helps staff distinguish a probation inquiry from a parole, bond, or jail-release question.
Use the Circuit Court or Magistrate Court that entered the order. Randolph Circuit Court handles felony and other circuit matters, while Magistrate Court handles matters within its own jurisdiction. The statewide magistrate search accepts a first name, last name, or case number and returns no more than thirty index results. It does not place the documents online. Obtain the probation order from the clerk and read its actual term, start date, conditions, and later discharge entry.
The official Elkins office capture shows the state parole routing details. Review the WVDCR Elkins Parole Office source before relying on a phone or region number.
The office listing connects Randolph County parole questions to WVDCR while leaving court probation with the judiciary.
Randolph Supervision Violations
Conditions are the rules attached to community supervision. The controlling order and supervising officer define them. A violation allegation can lead to a warrant, added conditions, revocation proceedings, or another formal response, but a search result alone does not establish the outcome. Under West Virginia Code §62-12-19, alleged parole absconding can produce a commissioner warrant and affect how the sentence runs until the person returns to DCR and is physically present in West Virginia.
WVDCR provides a separate escapee and absconder search. A match is a supervision warning, not proof of the person's current location. The Randolph Sheriff does not publish a separate county absconder or warrant list. Confirm the exact identity, agency, and current action with the issuing authority. VINE may supply custody-change notices, but it is not a parole-violation decision archive.
A revocation matter may reinstate supervision, add conditions, revoke parole, or hold the issue in abeyance. Use the language in the written ruling. A commissioner warrant is not the same as a final revocation order, and a custody return is not proof that the whole term was discharged. The agency record should tie the allegation, warrant, hearing outcome, and any new custody event to the same person.
If a VINE notice reports a custody change during a violation case, verify it with the agency that assumed custody. The alert does not state the final supervision ruling. A court, Board, or DCR order supplies that legal outcome, while the facility transaction supplies the actual movement date and destination.
Randolph Supervision Discharge Records
Physical release and supervision discharge must be recorded as two distinct events. A parole record can corroborate that a person left prison for the community, yet the sentence continues during supervision. West Virginia Code §62-12-18 allows ordinary early-discharge consideration after at least one year based on a DCR submission. Life parole generally requires at least five years of supervision and remains subject to other limits.
For proof that parole ended, request the Board or DCR discharge record. For probation, seek the court order that closes or discharges the probation term. The Randolph County released-inmate search and release-record paths are covered on the home page, including how to ask the correct custodian for a narrow record. A past release date, inactive roster entry, or completed reporting period should not be substituted for the formal discharge record.
Note: Use the agency's exact status language because release, parole, probation, and final discharge are not interchangeable.
Randolph Community Corrections Role
North Central Community Corrections adds a local court-referred layer. The program began in June 2005 and later became a regional partnership with Tucker and Barbour counties. Its Day Report Center offers an alternative and community-supervision setting tied to court referrals. It is not a universal release desk, a public lookup, or a substitute for the parole and probation offices.
That distinction matters when a Randolph County record names community corrections. The name may describe a program placement rather than parole. Verify the referral in the court file, then ask the responsible office what the entry means. North Central Community Corrections is at 5 Randolph Avenue, Suite 2, Elkins, WV 26241, and lists 304-636-5273 with weekday hours from 7:00 to 5:00. Program participation should not be inferred from a release record that does not name it.
Randolph Parole Hearing Records
Parole hearings take place monthly at institutions under the Board's published procedures. Regional-jail cases may use videoconference arrangements. A calendar proves that a matter was scheduled, not that parole was granted. Supported outcomes include a grant, a denial with a reconsideration date, a deferral while a release plan is reviewed, or a contingent grant after assigned work.
The Board's regional-jail procedure also prevents a common timing error. A grant for someone at Tygart Valley is not same-day community release. The person must first transfer to a DCR institution for intake and fingerprinting, and the Board advises anticipating seven to ten days. Confirm the later DCR departure rather than treating the hearing date as the release date.
The official parole-hearing procedures show the institutional and regional-jail process.
The capture reinforces why the Board record and the later DCR release transaction must be read together.
