Randolph VINELink Custody Coverage
West Virginia calls the service Victim Information Notification Everyday, or VINE. WVDCR says it began statewide operation in 2002. Enhanced VINE later expanded across all ten regional jails and all state correctional facilities. That scope includes a Randolph defendant at Tygart Valley Regional Jail and a state prisoner at Huttonsville Correctional Center.
VINE receives custody information from participating agencies. It can help identify a current record and provide notice of a release or custody change when the agency feed sends that event. The service is not a permanent, certified release archive. A missing match can reflect spelling, scope, transfer, or data timing. It should not be treated as proof that all custody ended.
Coverage follows the custodial system, not the county line. Tygart Valley belongs to the regional-jail channel. Huttonsville belongs to the state-prison channel. BOP, ICE, and federal pretrial USMS custody require their own records and locators.
The toll-free line provides another access channel when the web flow fails or is hard to use. Callers still need enough information to distinguish the correct person and agency. VINE can be checked around the clock, but facility and records-office responses follow their own operating practices. Keep the alert registration separate from any formal request for a release transaction.
Search Randolph VINELink Inmate Records
Use VINELink for one known person. Do not choose a record from name alone when several people match. Compare the agency, identifier, and other identity details the live system offers. Keep the minimum details needed to distinguish the correct person.
- Open VINELink and select West Virginia.
- Choose the offender or person search shown in the live interface.
- Enter the name and any identifier fields offered. Check spelling and known aliases if the first search fails.
- Compare all returned records. Choose the correct agency and person before opening a detail.
- Read the custody status exactly as displayed. Record when the search was checked.
- Use Get Notified only from the correct record, then complete the live registration flow.
If the person formerly appeared in the regional-jail system but now appears in the prison channel, the evidence points to continued state custody after transfer. The current RJA system is useful as a same-time cross-check for Tygart Valley. A positive RJA match indicates current reported regional-jail custody, not release. A missing match is ambiguous. Search the DCR prison channel next, then inspect the court case for a bond, dismissal, sentencing, commitment, or other disposition. Request the actual document because the magistrate index does not place orders online.
Note: Search by the correct West Virginia agency because a same-name match in another system can lead to the wrong status.

The exact West Virginia wording on a released result was not independently captured during research. Do not promise that every record displays a release date or a fixed set of labels. Report only what the live record shows. A possible out-of-custody or released status remains information supplied through the participating agency feed.

Keep four questions separate: is the person absent from one roster, did the person leave one facility, did the person enter the community, and did every sentence or supervision term end? A VINE event may answer one or two of those questions. The DCR transaction, destination, court or parole authority, and discharge record answer the rest.
A transfer out of Tygart Valley can lead to Huttonsville, another DCR prison, another jail, federal custody, or ICE. That movement ends custody at the sending facility but not necessarily custody itself. Ask the sending custodian for the destination field. If the event is a bond or time-served community release, pair it with the court authority and the release time recorded by DCR.

Register Randolph Release Notifications
Registration starts from the correct person record. West Virginia may offer phone, email, text, or app notice. Use only the channels shown in the current flow. Contact details supplied for notice should be kept private and should not be placed in a public request or shared record.
- Open the correct record and select Get Notified, then choose Add if prompted.
- Select one of the phone, email, text, or app methods offered for that record.
- Enter the destination and preferred language requested by the live form.
- Create a four-digit PIN only if the current registration flow asks for one.
- Save the registration and complete any phone, text, email, or account verification shown.
- For automated phone calls, enter the notification PIN when directed to acknowledge the message and stop repeat calls.
An account email verification and a notification PIN are not the same thing. Research did not verify that every West Virginia email alert requires a PIN. Follow the screen for the selected method. West Virginia also has a separate written-notice path for eligible release and parole-hearing notice through WVDCR and the Parole Board. The official state VINE page says a written notification request submitted to DCR also registers the requester with VINE. Follow the state instructions for that process.
The West Virginia State Police Sex Offender Registry is a separate, limited channel. It may show present registration information when the governing statute applies, but it is not a general released-inmate database. A registry match does not establish the release date, release type, or full custody history. Its own verification warnings must remain attached to any use of a result.
Written notice and electronic VINE notice can coexist. Keep the confirmation details for each channel because they may serve different events. A release alert, parole-hearing notice, and agency response should be read by date and source. One should not be rewritten as another kind of official record.
Confirm Randolph VINELink Release Alerts
A VINE alert is a timely lead. Preserve the date, the person match, agency, and exact event wording. Then ask DCR or the facility for the actual release or transfer transaction. For a Tygart Valley case, obtain the court order as well. For parole, pair the Board decision with the later DCR departure. A release alert should not be expanded beyond what its status says.
For a state sentence, use the WVDCR prison search and request DCR records if the online detail is unclear. For regional-jail custody, the RJA search reports current custody, not a released-person archive. The Randolph Sheriff may hold its own arrest or incident material, but WVDCR and Tygart Valley are the likely custodians of the regional-jail transaction.
VINE does not cover BOP or ICE custody. A sentenced federal prisoner uses the BOP locator. An ICE detainee uses ODLS, which includes some released-from-ICE records for only sixty days. Federal pretrial custody may require the federal docket or a focused USMS request.

Randolph Enhanced VINE Coverage
West Virginia expanded Enhanced VINE to all ten regional jails in 2019. Randolph County therefore does not depend on a separate county SAVIN system for Tygart Valley notice. The same statewide service covers correctional facilities, including the state-prison channel used for Huttonsville.
The official expansion announcement matters because it explains why one VINE entry point can serve both main Randolph custody types. It does not erase the jail-versus-prison distinction. The agency and person still must be matched before a result or alert is trusted.
Randolph VINE Transfer Alert Delay
West Virginia VINE delays a transfer alert until the person reaches the new facility. The state identifies safety as the reason. During that movement, a record gap or delayed notice must not be presented as community release. This is especially important when someone moves from Tygart Valley into the DCR prison system.
Confirm the sending facility's transfer entry and the receiving institution after arrival. If another sovereign took custody, continue in BOP, ICE, or the federal docket rather than waiting for a state-facility match. A delayed alert reflects the transfer process and feed timing, not proof that the person was free between facilities.
When notice arrives later than expected, preserve the alert instead of guessing at the movement time. Request the DCR transaction with the actual departure date, transfer authority, and receiving facility. That record can distinguish an ordinary data delay from a transfer that was intentionally held until safe arrival.
If the receiving state facility is Huttonsville, continue with the prison search and the same VINE record or new agency entry offered by the live system. If the receiving authority is ICE, BOP, or USMS, move to that sovereign's channel. County location alone never decides which locator holds the next status.
